In the US, the naturalization process takes place in a court in most cases. Once a month, the court clerk of any court conducting such citizenship ceremonies under Section 339 of the Immigration and Nationality Act (8 U.S.C. 1450) or 8 CFR 339 submits USCIS Form N-4 (Monthly Report Naturalization Papers). This forms tells the USCIS about the citizens naturalized in the court in the past month. This ensures that the USCIS can pay the court for the naturalization ceremonies and also ensures that the USCIS can finalize the record process for each new American. This is not a form filed by the public; only by court clerks.
