In many cases, immigrants file petitions outside of the US. In some of these situations, applicants need the help of an attorney as part of their petition or application and hire a lawyer from their home country for help. In cases like these, G-28I (Notice of Entry of Appearance as Attorney in Matters Outside the Geographical Confines of the United States) is filed to show that an attorney from outside the US wants to appear before the Department of Homeland Security (DHS) about a matter. This form cannot be used for any matters that are to be resolved in the US or in US offices.
